Abstract
Bu çalışma, Batı kökenli modern sporların geleneksel bir Doğu toplumu olan Osmanlı İmparatorluğu’na girişini ve bu yeni yaşam pratiklerinin dönemin güvenlik bürokrasisi nezdinde meydana getirdiği yankıları ele almaktadır. Çalışmada, Osmanlı toplumunun modern sporlarla tanışma sürecinde karşılaşılan sıra dışı ve yer yer absürt durumlar, arşiv belgeleri ışığında üç spesifik örnek üzerinden incelenmiştir. İlk olarak, İstanbul’daki İngiliz ve Levantenlerin futbol faaliyetlerinin hafiyelerce takibi ve raporlanması; ikinci olarak, bu takibattan kaçınmak amacıyla Türk gençleri tarafından yabancı bir isimle kurulan Black Stockings FC’nin polis baskınına uğraması; üçüncü ise Trabzon’da Yunan tebaasından bir sporcuya ait jimnastik aletlerine "şüpheli nesne" gerekçesiyle el konulması süreci analiz edilmiştir. Osmanlı arşiv belgeleri, dönemin süreli yayınları ve spor tarihi literatürüne dayanan bu araştırma; devletin, özü itibarıyla yabancı olduğu bu kitlesel boş zaman faaliyetlerine başlangıçta asayiş odaklı bir şüphe ve teyakkuzla yaklaştığını göstermektedir. Sonuç olarak, başlangıçta bir güvenlik tehdidi olarak algılanan modern spor pratiklerinin, bürokratik incelemeler ve dönemin siyasi dinamikleri neticesinde zamanla "zararsız" birer rekreasyon faaliyeti olarak kabul gördüğü ve meşruiyet kazanarak serbestleştiği tespit edilmiştir.

Abstract
This study examines the introduction of Western-originated modern sports into the traditional society of the Ottoman Empire and the repercussions of these new lifestyle practices within the contemporary security bureaucracy. Drawing on Ottoman archival documents, periodical publications, and sports history literature, the study analyses the extraordinary, often absurd situations encountered during this cultural encounter through three specific cases. The first case investigates the surveillance and reporting of football activities played by British and Levantine residents in Istanbul by the imperial secret police. The second explores the police raid on Black Stockings FC, a club founded under a foreign name by Turkish youths attempting to evade bureaucratic scrutiny. The third case scrutinises the confiscation of gymnastics equipment, such as shot puts and iron bars, belonging to an Ottoman subject of Greek ethnicity in Trabzon because it was "suspicious objects." The research demonstrates that the Ottoman security apparatus initially approached these mass leisure activities—with which they were entirely unfamiliar—with suspicion, handling them through a strict lens of public order and surveillance. Consequently, this study concludes that these modern sports practices, initially perceived as potential security threats, were gradually recognised as "harmless" recreational activities through bureaucratic investigations and shifting political dynamics, ultimately gaining legitimacy and leading to institutional liberalisation.
